Britain and America have reached a major bilateral deal that will maintain zero duties on UK drug exports going into the American market.

The Terms of the Pact

Under the terms of the agreement, the UK has committed to increase spending on medicines through the public health system. This commitment ensures that tariffs on these crucial exports will be held at nothing for a timeframe of the next three years.

This deal is in response to recent statements to hike import taxes on patented drug products, with potential rates floated reaching 100%.

"This deal with the UK bolsters the worldwide climate for innovative medicines and introduces much-needed balance to American-British pharmaceutical trade," a statement noted.

Commercial Importance

Pharmaceuticals constitute one of the the United Kingdom's largest exports to the United States, which is by far the biggest destination for large companies like GSK and AstraZeneca.

Export figures reveal that in the year prior to September, the UK exported pharmaceutical products totaling billions to the US. This value made up 17.4% of total UK exports in that span.

"This deal safeguards work, stimulates investment and paves the way for the UK to become a international leader for medical research," a government official commented.

Specific British Pledges

The agreement involves several notable commitments from the UK:

  • Revised Affordability Limit: The UK will raise the price threshold at which it deems new therapies to be too expensive by twenty-five percent.
  • Higher Drug Budget: There is a aim to raise total public funding on treatments from 0.3 percent of the national economy to 0.6% over the next decade.
  • Payback Limit: The sum pharmaceutical firms must return to the NHS to control costs will be capped at 15%. Previously, rebates exceeded twenty percent.

Industry Background

This agreement follows a long-running tension between the sector and the ministers over drug pricing and NHS adoption.

These tensions were exacerbated by assertions that US consumers were paying a premium for the same drugs than patients in the other developed nations.

Over the last 18 months, several major pharmaceutical investments in the UK have been delayed or cancelled, while major investments have been pledged toward US facilities.

A senior figure acknowledged that the NHS needed to increase expenditure on medicines, noting that its spending on drugs had shrunk as a share of its total funding over the past decade.
